The world we are presented with in Life is Strange is very much the 'real world', with the single exception of Max's ability to rewind time. Everything else is essentially normal. Technology levels, science, the whole works. Baseline 'normal' earth. Arcadia Bay, the town where the story takes place, is a small fishing town, not quite a city, home to the prestigious art college of Blackwell and currently the subject of large redevelopment by the wealthy Prescott family.
Chloe's life is something of a lesson in extremes. Her childhood, from what we are presented with, was idyllic, with loving, attentive parents, and Max as a best friend. All of this changed, however, when her father was killed in a car accident when she was fourteen. William, her father, had clearly been a huge chunk of her world, and the loss devastated. And this was made worse by the fact that a few months later, Max moved away from Arcadia Bay as well.
In the face of these two abrupt abandonments, Chloe's attitude changed considerably. She went from cheerful and chipper to angry and disconnected, becoming addicted to smoking, drinking and drugs (specifically pot) and getting into trouble. She had a 'bad boy' phase involving the local drug dealer (though the implication is only that they hung out), hooked up with another rebel Rachel Amber and generally made life for those around her difficult and miserable.
In spite of this, she was at least attentive enough in school to get into Blackwell, the fancy art high school, only to get expelled later on for 'unspecified reasons' including skipping most of her classes and at least one crime involving the police.
When Max arrives back in Arcadia Bay, Chloe is an unemployed townie, living with her mother and her 'step-douche' david, and still making mistakes in life. One of which puts her in a very bad spot with Nathan Prescott, a student at Blackwell and son of the Prescott family that is buying up most of Arcadia Bay. Her attempt to confront him results in her being shot, and the activation of Max's 'rewind' power to save her, and thus, the events of the game (which are explained in the wiki.)
Chloe is mostly at the whim of Max's choices throughout the storyline, since Max can rewind time to 'redo' moments whenever she wishes. She will be following the same basic choices as the Max Caulfield currently in MoM.
The end result is, they spend a week rekindling their friendship and maybe something more, Chloe discovers what happened to Rachel (her other best friend/probably first romance) and capture a crazy serial pervert. Chloe dies three times during the course of this, and each time Max rewinds time to fix it.
In the end though, Max's rewind power turns out to have been doing massive damage to….well, everything. And a giant storm has formed to destroy Arcadia Bay. They figure out that, if Max hadn't saved Chloe that first day, she never would have discovered her powers, and so she would never use them, and the storm would never have happened.
Chloe, sadly, realizes that it's a choice between her and...everyone she knows and cares about, especially her mom. And she lays this all out for Max and tells her she has to go back, and stop herself from saving Chloe, so everyone else can live.
It's after this decision, waiting to be erased, that Chloe will suddenly find herself brought into the game...
PERSONALITY:
For lack of a better way to put it, Chloe Price is a mess.
She wasn't always, of course. Her childhood was, from all appearances, fairly idyllic. She had a loving mother and a doting father and a best friend who was practically her soulmate. She was happy, almost bubbly child in a lot of ways. But when she was fourteen, her father was killed in a car accident, and a few months after that, her best friend moved to California and stopped speaking to her completely. Chloe didn't take it well.
This sudden hole in her life triggered a rebellion that never really stopped, fueled by misbehaving, but drugs and drinking and boys and girls from the wrong side of the bay, and created the punk-rock bad girl she is at nineteen. And she looks cool. A blue-haired, tattoo'd bisexual with a kick-ass attitude who doesn't take shit from anyone and will dish it out at a moment's notice.
And it isn't exactly an act, but it is covering up a lot of issues. A lot of issues. Plainly, Chloe has five years worth of unaddressed problems that manifest in the worst possible way. She's afraid of being abandoned again, stuck somewhere between clinging desperately to the people she cares about, sure that she can rely on them forever, and yet at the same time being utterly convinced they're going to leave her someday.
She has an extremely short temper, and lashes out at anything she perceives as an insult (unless it comes from someone she doesn't think is worth her time.) she'll 'turn' on someone in a heartbeat, becoming furiously angry with them over things that either don't warrant it, or do but not the way she reacts. (an example of this is discovering that Rachel, the girl she has been in love with for years, was sleeping with the town druggy. She goes from 'desperate to find her' to being furious and cursing her name in the span of a couple minutes.) She does know when this happens at least, and typically apologises later, but when it's going on, it's a mess.
She has clear and obvious problems with authority figures, manifesting as a tendency to say things she really shouldn't around cops and teachers. (Which would also be why she has a criminal record, and has been expelled from school. Oops?) And especially with her step-father (her step-douche, as she calls him.) who she is constantly at odds with. He represents so many of her problems, really. He is essentially replacing her father, he is the security chief at Blackwell, and he tries to treat her like a soldier. And she lashes out about all of it.
In spite of all of this, Chloe is not a bad person. She's a messed up person, yeah, a genuine fuck-up in a lot of ways. But she's still a good person, in the long run. She cares about her friends and is fiercely loyal to them (even with her moments of anger) and loves her mother more than she can really admit. She's clever in the face of problems, passionate with the things she loves, a risk-taker when it comes to adventure and excitement, and more than willing to sacrifice herself for what she considers a 'worthwhile cause.'
Which is a trait that tends to bite her in the ass a lot. And gets her killed at least twice, and nearly two more times. She feels a lot of 'righteous' anger at the world, and thinks she is more than willing to kill or die for it. (Though she only truly has to make that choice once...and she does choose the "right" thing in the end.)
In still awful but less dramatic terms, Chloe is also something of an addict, especially of cigarettes and pot, and to a lesser extent alcohol. While these may have started as youthful acts of rebellion, she now basically needs pot to 'get going' in the morning, and anytime she's doing something that involves sitting still for more than a few minutes, cigarettes start piling up in her ashtray. There are also bottles scattered throughout her life, though all are empty before Max comes into the picture.
Which isn't to say that all of her habits are bad ones. She's very smart, smart enough to have managed five years of getting into trouble without ever actually getting into any real trouble. Smart enough to have dealt with bad boys and clever girls and walked away...mostly...unscathed.
And smart enough to still actually be interested in learning things. Admittedly, mostly science and music things, but she's got a head for them. The few times she genuinely gets into researching science, she clearly already knows where to look and what kind of information she would need.
Addendum: There is a theory that says that Chloe suffers from a form of borderline personality disorder. She does share a lot of the symptoms, so I felt compelled to include it, but I don't know enough about it to speculate on the specifics.
POWER: Chloe does not have powers in-canon so these are both additions.
Substance Abuse - Chloe can summon up various drugs and narcotics. These would generally be things that fall into the list of 'bad for you' and or 'can become addicted to.' The basic limit would be things like cigarettes and joints, but as she practices, this would expand out to include the harder illegal drugs like meth or heroin and the not-illegal controlled substances like painkillers and prescription medications.
Cigarettes and joints would be 'easy', and the rest would require practice and probably accidental discovery, and far more effort to create. She won't be starting her own drug cartel. Hopefully.
Magic Butterflies - Chloe can summon beautiful blue butterflies. She can create as many of these as she wants, and tell them where to go, but only use them in specific ways..
Spying: She can 'see and hear' what her butterfly sees and hears, as long as she is concentrating on it. She can have multiple butterflies out in the world, but can only 'see' what one of them is seeing at any given time, but is not limited on hearing.
Long-range communication: If someone has one of her butterflies touching their skin, she can hear what they are thinking, and they can hear what she is thinking. She can hear multiple butterflies at once, but to start will only be able to speak through one at a time. As she practices that number will increase.

[Her voice is quiet, tired, maybe tinged with a bit of frustration.]
And I don't mean the little ones. I mean like the hella big ones. The ones where you fucked something up so bad that there really shouldn't be any coming back...but there is? The universe totally gives you another shot?
I think that's what this is. For me, anyway. 'cept I'm already screwing it up.
